Frank served as a signalman in the Royal Naval Division from 1916 to 1919.

The Royal Naval Division, formed in September 1914, fought on land alongside the Army in the First World War. It consisted of personnel brought together from the Royal Naval Reserve, Royal Fleet Reserve, Royal Naval Volunteer Reserve, a brigade of Royal Marines, Royal Navy and Army personnel.

However family stories say Frank served on minesweepers at Broughty Ferry rather than in the infantry unit, his service record shows he was assigned to HMS Crescent which was a submarine depot ship from 1.5.1916, first at Rosyth, later at Scapa Flow and Oban.
